Apply For a First-Time Florida Driver License (Learner's Permit)
Apply for a First-Time Florida Driver License (also known as a Learner Permit) and the applicant has never been licensed by any state or county
The following is required to apply for a Learner Permit:
For applicants 17 years or younger:
- United States Birth Certificate OR valid United States Passport. A birth certificate must be issued by a government agency. Hospital birth certificates cannot be accepted.
- Social Security Card or one of the following documents showing your full social security number: W-2 form, paycheck stub, or Form 1099. The name assigned to the social security number must match the name that will appear on the Florida Driver License. If you have recently changed your name, update your records with the Social Security Administration before you apply for your license.
- ATTENTION: Effective August 1, 2025 Learner's Permit applicants must complete the Driver Education Traffic Safety Course. Click Here for Courses - *This requirement does NOT apply for applicants who completed their TLSAE (Traffic Law Substance Abuse Education Course) prior to August 1, 2025*
- Parental Consent Form either signed and notarized in advance, or signed in the presence of our examiner. Person signing the consent form must be legal guardian. If other than parent, such as grandparent, proof of guardianship must be provided.
- Vision Test
- 45-Question Road Rules Test and 5-Question Road Sign Test, which must begin no later than one hour before office closing time. Official Florida Driver License Handbook. For Practice Tests: Click here.
- If using an On-Line Third Party Tester/Administrator, a Parent/Guardian On-Line Test Proctoring Form must be signed in the presence of a driver license examiner by the person who proctored the test; or the proctor's signature must be notarized if the parent or guardian proctor will not be present. Also, per Florida Statute 322.56(3) a customer who takes and passes the Class E Knowledge or Skills Exam through an authorized Third Party Administrator may be randomly selected for a mandatory re-test without prior notice. - Proof of residential address requires two of the following (dated within the past 60 days) reflecting your name and address: deed, mortgage statement, lease agreement, voter registration, vehicle registration, W2 form, 1099 form, or a homeowners, automobile, or life insurance policy. - If the documentation submitted reflects any name change, an original or certified copy of your Marriage License, Divorce Decree or Court Order, must be submitted. In some instances, more than one marriage license, divorce decree or court order document may be required to show the chain of name changes. Photocopies cannot be accepted. Marriage license must be from a governmental agency. Church issued licenses cannot be accepted.
